The Civic Center Plaza was listed on the local register of historical resources, thus the City of Richmond opted to renovate the existing Civic Center Plaza as opposed to demolition and reconstruction.

Description

The Civic Center Master Plan was the basis for the rehabilitation of the Civic Center and the redevelopment of adjacent sites. The primary purpose of the project was to move City administrative functions back to a revitalized Civic Center campus, which was planned to include the renovation of the City Hall, Hall of Justice, Auditorium, Art Center and Civic Center Plaza.

The Civic Center project was designed and constructed to achieve Leadership in Energy and Environmental Design (LEED) green building certification. The City Hall and 440 Civic Center Plaza both achieved Gold certification. Charles Pankow Builders was selected as the general contractor for the project, and McGuire and Hester was selected as the subcontractor to perform exterior hardscape and landscape improvements.
