
Flagpole Plaza Streetscape Improvements
Working alongside the City of Livermore, McGuire and Hester completed Flagpole Plaza Streetscape Improvements, a downtown revitalization initiative designed to enhance public gathering spaces and strengthen the connection between local businesses and the community. Spanning Flagpole Plaza and six surrounding street corners, the project transformed approximately 13,900 square feet of civic space through new hardscape features, accessibility upgrades, landscaping, lighting, outdoor seating, and pedestrian-focused improvements. The completed improvements create a more inviting, functional, and accessible downtown environment that supports local commerce and community engagement.

Enhancing Downtown Livermore Through Thoughtful Public Space Design
Constructing improvements within an active downtown district required meticulous planning and continuous coordination with business owners and the City of Livermore. Maintaining uninterrupted access to restaurants, retailers, and storefronts located directly adjacent to the work zones was a key focus throughout construction. To minimize any disruptions, McGuire and Hester developed a phased construction strategy and successfully completed demolition, grading, and frontage restoration activities within a seven-day window. The team utilized double-shift operations to meet critical milestones ahead of schedule while preserving access for customers and deliveries.
The streetscape improvements introduced a cohesive collection of public amenities, including enhanced hardscape features, ADA-compliant accessibility upgrades, landscape improvements, decorative lighting, and outdoor seating areas that encourage year-round community use. These enhancements support downtown activation by creating comfortable gathering spaces that extend outdoor dining areas and improve the pedestrian experience. The completed Flagpole Plaza improvements strengthen Livermore’s downtown identity, create welcoming public spaces, and provide lasting infrastructure that supports economic vitality and community connection for years to come.
